Nations are often created or done away with by victorious powers after a war. For example, after World War I, the "Allied Powers" (Britain, France, Italy, USA, and Russia) did away with the Russian Empire, the Ottoman Empire, Bosnia, Serbia, Austria-Hungary, the German Empire, and Montenegro.
The WWI "Allied Powers" made changes in Great Britain, Romania, Germany, France, Austria, Hungary, and Italy. They created the new countries of Turkey, Syria, Iraq, Lebanon, Cyprus, Iran, Yugoslavia, Hungary, Austria, Czechoslovakia, Danzig, Albania, Ireland, Poland, Lithuania, Latvia, Estonia, and Finland.
After World War II, the "Allied Powers" (Great Britain, France , the Soviet Union, the USA, Canada, Australia, New Zealand, South Africa, and India) created the new countries of Finland, Estonia, Latvia, Lithuania, Poland, Bulgaria, Yugoslavia, Turkey, and two former nations were split into two separate countries: Czechoslovakia (Czech Republic and Romania) and Austria-Hungary (Austria and Hungary).
The intentional community envisioned in The New Commonwealth novella differs entirely from such entities as these "created nations" after World War I and II. The community is not created by merely taking over the territory and populace of a previously established locale (town, city, or state). The cooperative commonwealth communities are newly formed groupings of persons who have become members of the community through screening and training that assures they possess previously determined skills, capabilities, and values.
A cooperative commonwealth community can succeed only if all its members share the requisite values and possess the necessary capabilities. Communities, cultures, and civilizations of the past have all failed because even when there were quite a number of capable persons--as in fifth century BCE Athens or eighteenth century CE America--the number of persons incapable of developing the ability of thinking for themselves--among other defects--meant that the entire culture eventually degenerated to the present state of capitalist fascism, imperialism, and militarism.
When we begin with a community, nation, or group containing a predominant number of negative elements, without the essential ingredients of a Perennialist Group acting as a Saving Remnant, it rapidly or slowly becomes an entirely negative entity.
When a distressed culture--such as the world culture at the present time--is presented with a Perennialist Group acting as a Saving Remnant--as in the presentation of this book, The New Commonwealth--then an entire culture CAN be transformed into a Commonwealth Culture.
